Pool fencing in Iowa City is governed by Iowa Code Chapter 135I and Iowa Administrative Code 641 Chapter 15 (administered by Iowa DIAL), with local fence rules in Iowa City Code 14-4C-2L. The state standard is a 4-foot (48-inch) minimum barrier, no openings allowing passage of a 4-inch sphere, non-climbable design (at least 45 inches from ground to the lowest exterior horizontal support, vertical member gap not exceeding 1-3/4 inches), a 36-inch-wide self-closing / self-latching lockable gate, and (for barriers installed after May 4, 2005) at least 36 inches separating the barrier from the pool. Iowa has not adopted the ISPSC.
Iowa City does not have a separate local pool-fence standard - the controlling rule is Iowa Code Chapter 135I and Iowa Admin. Code 641 Ch. 15. Key requirements: (1) Barrier height: a fence, wall, building, or combination thereof not less than 4 feet (48 inches) above grade, constructed of durable materials. (2) Opening test: no opening in the barrier may allow passage of a 4-inch sphere. (3) Climb-resistance: the distance between the ground and the top of the lowest horizontal support accessible from outside the facility (or between the two lowest horizontal supports accessible from outside) must be at least 45 inches; a horizontal support is considered accessible if it is on the exterior side relative to the pool, or if the gap between vertical members exceeds 1-3/4 inches. (4) Gate / door: at least one 36-inch-wide gate or door through the barrier; gates and doors must be lockable, and except where lifeguard or structured-program supervision is provided whenever the pool is open, gates and doors must be self-closing and self-latching. (5) Barrier-to-pool separation: a barrier installed after May 4, 2005, must additionally have at least 36 inches separating it from the swimming pool. The standard applies to public and semi-public pools licensed by Iowa DIAL and is the recognized baseline for unlicensed residential pools as well. Local Iowa City Code 14-4C-2L layers on the general fence requirements: 2-foot setback from alley / street right-of-way, vision-triangle compliance under Article 14-5D, height cap of 6 feet (rear / side yard) or 4 feet (front yard) without permit, and a building permit for any fence over 6 feet, electric, or barbed wire. Where the dwelling wall serves as part of the barrier (a common in-ground configuration off a back patio), Iowa Admin. Code 641 Ch. 15 generally requires that any door opening directly to the pool enclosure be lockable; door alarms are not specifically mandated by Iowa law (in contrast to ISPSC Β§ 305.4), though they are widely recommended. Iowa has not adopted the International Swimming Pool and Spa Code (ISPSC) statewide.
Non-compliant fencing on a licensed public / semi-public pool is enforced by Iowa DIAL through inspection, citation, and license suspension - the Johnson County Public Health Department performs inspections on behalf of Iowa DIAL. On unlicensed residential pools, enforcement runs through Iowa City Code 14-4C-2L and any general nuisance / safety authority. Municipal infractions under Iowa Code Β§ 364.22 apply ($250 first offense, $750 repeat, daily accrual). Civil liability under Iowa's attractive-nuisance doctrine is independent and can reach seven figures for child drowning incidents.
