Section 14-4C-2L1 lists retaining walls alongside electric fences, barbed wire fences, and tall fences and walls as the categories that trigger a permit before construction under Iowa City's fence permit process. The 4-foot threshold is measured specifically from the top of the wall's footing to the top of the wall itself, not from finished grade, which matters on a sloped lot where the visible exposed height above grade can differ from the footing-to-top measurement the code actually uses.

Two situations require a permit no matter how short the wall is. A retaining wall that supports a surcharge, meaning it carries an additional load imposed on the soil behind it beyond the soil's own weight, such as a driveway, parking area, or building foundation bearing on the retained earth, needs a permit at any height. The same is true for any retaining wall that impounds flammable liquids, which ties the retaining wall rules into the city's broader fire and hazardous materials regulation.

Retaining walls also get carved out of two other fence standards in the same subsection: they are exempt from the 10-percent-solid, 8-foot height cap that applies to fences and walls generally, and they are exempt from the 4-foot front-setback height limit that applies to residential fences and walls. That combination means a retaining wall can be built taller than an ordinary fence in the same location, but only after the city has reviewed it through the permit process the height and surcharge triggers require.
