Every residential pool in unincorporated Knox County must be enclosed by a barrier at least 48 inches tall. The maximum gap at the base is 2 inches, openings cannot pass a 4-inch sphere, and chain-link mesh cannot exceed 1 3/4 inches.
Knox County adopts the 2018 IRC (Chapter 42) and 2018 International Swimming Pool and Spa Code for pool barriers. The fence barrier must be no less than 48 inches. The maximum base opening is 2 inches, and openings in the barrier cannot exceed a 4-inch diameter sphere, so small children cannot pass through. Chain-link fences must use no greater than 1 3/4-inch mesh. Gates and any above-ground-pool ladder controls are governed by the same code. Barrier compliance is verified at the second (final) pool inspection.
A pool without a compliant barrier fails final inspection; the county can withhold approval, require correction, and cite the owner before the pool may be used.
