Knoxville adopted the 2024 International Swimming Pool and Spa Code with local amendments. All residential pools must have a safety barrier at least 48 inches high. Gates must be self-closing and self-latching with latches on the pool side at least 54 inches above grade. The barrier must prevent passage of a 4-inch sphere. Doors from the home accessing the pool must have alarms or self-closing mechanisms. Building permits are required for pool construction.
Non-compliant pool barriers result in building code violations and required corrective work. Pool permits may be withheld.
