Horizontal members of fences used as pool barriers must be on the pool side or spaced so they cannot be used as a ladder. Gates must be self-closing and self-latching with the latch mechanism positioned at least 54 inches above the ground on the pool side. Doors from the home that open directly to the pool enclosure must have self-closing devices and audible alarms. Removable mesh pool fences are permitted as supplemental barriers but must meet height and opening requirements. Pool covers alone do not satisfy the barrier requirement. Sahuarita has a particular interest in pool safety enforcement because southern Arizona has high rates of childhood drowning incidents due to the warm climate that extends the swimming season to essentially year-round. The Building Safety Division verifies barrier compliance during pool construction inspections and may conduct follow-up inspections. Property transfers may trigger re-inspection of pool barriers.
