Every pool, hot tub, or spa over 24 inches deep in Springdale must be enclosed by a barrier at least 48 inches high with self-closing, self-latching gates opening outward, under Springdale Chapter 91 Article III Division 3 and the Arkansas adoption of the 2021 IRC Appendix G and 2021 International Swimming Pool & Spa Code.
Pool enclosure rules come from Springdale Chapter 91 (Premises Maintenance Code), Article III General Requirements, Division 3 Swimming Pools, Spas and Hot Tubs (Sec. 91-67 et seq.), together with Chapter 22 (Building) which adopts the 2021 Arkansas Residential Code Chapter 42 (IRC Appendix G) and the 2021 International Swimming Pool & Spa Code with Appendix A. Required: a barrier around every outdoor pool, hot tub, or spa over 24 inches deep, at least 48 inches high above grade on the outside; openings that will not pass a 4-inch sphere; horizontal members on the outside spaced 45 inches or more apart if there are climbable openings under 1.75 inches; a maximum 2-inch gap between grade and the bottom of the barrier; gates that open outward, self-close, and self-latch with release at least 54 inches above grade. Where a dwelling wall is part of the barrier, doors to the pool area need UL 2017 alarms or the pool must have an ASTM F1346 power safety cover. Hot tubs with an ASTM F1346 lockable cover are exempt.
An outdoor pool over 24 inches deep without a 48-inch barrier, a gate missing self-closing or self-latching hardware, or openings larger than the 4-inch-sphere test is a violation of Chapter 91 Article III Division 3 and the adopted IRC. Springdale Building and Code Enforcement can order the pool drained, issue daily fines, and pursue attractive-nuisance civil liability.
