Per Chapter 7, residential hot tubs and spas must obtain a building permit covering electrical bonding and structural support. Spas equipped with a lockable, rigid safety cover that meets ASTM F1346 are exempt from the standard 48-inch barrier requirement. The cover must remain in place and locked whenever the spa is unattended. Electrical work must comply with the National Electrical Code as adopted, including GFCI protection and equipotential bonding of metallic components within five feet of the water.
Unpermitted spa installations or missing safety covers may result in red-tag stop-work orders, citation fines up to $2,000 daily, and required corrective electrical inspections.
