Ames, IA Swimming Pools & Spas: Pool Permits (2026)

Ames Municipal Code Sec. 5.103 requires a permit from the Building Official before any owner constructs, enlarges or alters a structure, which reaches residential swimming pool construction as a building project regulated by the code. Sec. 5.104, listing the specific instances where no building permit is required, exempts only prefabricated swimming pools accessory to a Group R-3 (residential) occupancy that are less than 24 inches deep, do not exceed 5,000 gallons, and are installed entirely above ground; any in-ground pool, any pool exceeding those depth or volume limits, or any pool not installed entirely above ground falls outside the exemption and needs a permit.

Applicants follow the same process as other building work: filing a written application describing the work and site, accompanied by construction documents under Sec. 5.110, and paying fees set under Sec. 5.112 before the Building Official issues the permit. A permitted pool project is also subject to the swimming-pool barrier amendments to the residential code at Sec. 5.201, so permit review for an in-ground or larger above-ground pool includes confirming the required safety barrier will be installed around the completed pool.
