Santa Clara County Building Division requires permits for swimming pools, spas, and hot tubs that hold water more than 18 inches deep. All residential pools must comply with the California Swimming Pool Safety Act (Health and Safety Code sections 115920-115929), which requires at least two of seven approved drowning prevention safety features when a pool is built or remodeled: an enclosure isolating the pool from the home, removable mesh fencing with self-closing gate, approved safety pool cover, exit alarms on doors from the home to the pool, self-closing self-latching devices on doors, alarms, and other approved devices.
