" Because chapter 26's general fee rule in Section 26-37 applies across every permit it covers, a pool built before the permit is obtained triggers a doubled fee, and the administrative authority, the community development and planning department, administers the process. Section 26-534 layers an electrical-inspection checkpoint onto every pool permit: the licensed, registered electrical contractor must notify the administrative authority when the pool's electrical work, wired per Article 680 of the National Electrical Code, is ready for inspection, and if the inspector rejects the work, a re-inspection is required before the job can close out.

Section 26-532(b) makes that same contractor responsible for pulling the electrical permit, scheduling every required inspection, and keeping wiring accessible for inspection before it's concealed, concealed, uninspected wiring can force the administrative authority to order it exposed again.
