Full Breakdown
Section 105.2 of the locally amended Florida Building Code lists work exempt from a building permit in unincorporated Orange County, and item 4 exempts only storable swimming pools, wading pools, or portable spas as defined by the code: with electrical alterations or connections still requiring a permit except for a cord-and-plug connection to an existing receptacle. Because in-ground and other non-storable pools are not on the exemption list, they require a building permit under the code's general permitting rule before construction begins.
Violations & Fines
Building a permanent or in-ground pool without first obtaining a building permit is unpermitted construction under Chapter 9 and can result in a stop-work order and required removal or correction.
