Anyone building an in-ground swimming pool on unincorporated county land answers to the Building Department for the construction permit itself. 26(B) is direct: no person, company, or corporation may perform or cause to be performed any work in the unincorporated areas of the county without obtaining a permit from the Building Department in advance. 27 schedule sets the in-ground pool permit fee at $25 under item (R), and that item ties the fee directly to a safety condition: the pool must be fenced with a 42-inch security fence.

42(D), which requires any pool built below the surrounding ground to be completely enclosed by a fence at least four feet high with self-closing, self-latching gates, and requires an above-ground pool without such a fence to have a removable or lockable ladder plus a combined wall-and-fence height of at least five feet. 20(C), the resulting building permit expires if work has not begun within 120 days of issuance and expires outright within two years, though the Building Commissioner may grant extensions of up to 90 days for just cause and up to 180 additional days with a reasonable basis, capped at one additional year total.
