Mohave County treats a permanent above-ground pool as a regulated pool once it holds water more than 18 inches deep or exceeds 5,000 gallons, so the building permit and §36-1681 barrier rules apply. The statute lets the pool's own wall act as the barrier when it is an above-ground pool with non-climbable exterior sides at least four feet high; any ladder or steps must be removable, lockable, or enclosed by a compliant barrier so a child cannot climb in. Electrical connections need GFCI protection and proper bonding. Drainage must not discharge onto a neighbor's lot. A small prefab pool under 18 inches and under 5,000 gallons is exempt from the permit.
