Warner Robins, GA Swimming Pools & Spas: Pool Permits (2026)

Warner Robins repealed its original swimming pool ordinance in 2011 through Ordinance No. 31-11, effective September 6, 2011. In its place, the city relies on the building code chapter's adoption of the latest edition of the International Residential Code for One and Two Family Dwellings, applied through the technical-codes authority in city charter Sec. 26. The only pool-specific requirement that survived recodification is the permit fee itself: Sec. 00 charge for a swimming pool permit, a figure carried forward through Ordinance No. 31-11 after earlier fee-schedule updates in 2002 (Ord.

No. 76-02) and 2004 (Ord. No. 27-04). Applicants file for the pool permit the same way as any other building permit, through the city's building inspection department, which the code separately designates in Sec. 6-252 as performing the "building official" functions city-wide, including plan review and inspections before a pool can be filled and used. Because the pool rules are folded into the general building-permit process rather than a standalone pool chapter, applicants should expect the same plan-review and inspection sequence required for any other IRC-governed residential construction: submittal of pool plans and barrier details, payment of the $60 fee, inspection of excavation and equipment installation, and a final inspection before use. Siting still has to satisfy the zoning ordinance's separate yard and setback requirements administered under a different appendix of the code.
