DeSoto enforces pool safety rules drawn from the International Swimming Pool and Spa Code, the federal Virginia Graeme Baker Pool and Spa Safety Act, and Texas Health & Safety Code. All pool drains must use anti-entrapment covers meeting ASME/ANSI A112.19.8 standards. Single main drains require a secondary anti-entrapment device (safety vacuum release system, gravity drainage, or dual drains). Pool electrical systems must be bonded and grounded per NEC Article 680. Pump and filter equipment must be installed with proper clearances. Circulation systems must turn over the pool volume within required timeframes. Public-access pools (apartments, HOAs) must meet Texas DSHS public pool standards including daily water quality testing, lifesaving equipment, depth markings, no-diving signs, and emergency phone access. Residential pools are strongly encouraged to follow similar practices. Diving is prohibited in pools less than 8 feet deep at the diving point.
