Dallas has adopted the 2021 International Swimming Pool and Spa Code with local amendments. Chapter 43A of the Dallas Code provides additional swimming pool regulations enforced by the Health Department. Pool inspectors check chemical balance, water clarity, chemical storage, safety equipment, required signage, and depth markings for public pools. Residential pools must have compliant barriers (6-foot fence, self-closing gates, door alarms). Electrical components must comply with the NEC and have GFCI protection. All pool equipment must be properly grounded. Suction entrapment prevention devices are required on drain covers. Pool covers must meet ASTM safety standards if used as a barrier. Proper chemical storage away from residential living areas is required.
Safety violations may result in pool closure for public facilities. Residential violations may result in fines and required corrections. Electrical hazards may trigger immediate enforcement action.
