Whenever Gardena issues a permit for a new or remodeled residential pool or spa, California's Swimming Pool Safety Act requires at least two of seven drowning-prevention features, such as a 60-inch enclosure, removable mesh fencing, an approved safety cover, exit alarms, self-latching door devices, or an in-water alarm.
Gardena applies the California Swimming Pool Safety Act, Health and Safety Code Sections 115920 through 115929, through the state building codes it adopts. Under Section 115922, when a permit is issued for a new or remodeled pool at a single-family home, the pool must have at least two of seven features: an isolation enclosure meeting Section 115923; removable mesh fencing with a self-latching gate; an approved ASTM F1346 safety cover; exit alarms on pool-access doors; a self-closing, self-latching door device; an ASTM F2208 in-water alarm; or another independently verified protection. Some combinations do not qualify, such as an exit alarm plus a door latch on the same door. The building official inspects these before final approval.
A new or remodeled pool lacking the required two safety features fails final inspection and cannot be legally filled. Missing barriers, alarms, or covers on an existing pool can be reported to Gardena Community Development at (310) 217-9672.
