Lakewood Codified Ordinances 1722.05 requires reasonable precautions to protect pool users, including clearly marked water depth and readily accessible safety appliances such as lifebuoys, life-hooks, poles or ropes, and first-aid kits, and 1722.13 requires removable ladders to be taken off at the close of swimming season.
LCO 1722.05 (Safety Precautions) requires that all reasonable precautions be taken to protect users of public and family swimming pools from injury or accident: convenient means of ingress and egress must be provided, the depth of water and any irregularities of the bottom must be clearly indicated, and safety appliances such as lifebuoys, life-hooks, bamboo poles or ropes, and first-aid kits must be provided and readily accessible. LCO 1722.10(b) separately requires conspicuous depth markings at regular intervals. LCO 1722.13 (Access Equipment) requires all access ladders and steps that are not permanently affixed to be removed from family swimming pools at the close of the swimming season, reducing unsupervised access. These provisions complement the mandatory four-foot fence and self-latching gate in 1722.08. The Ohio Administrative Code drain/safety standards (OAC 3701-31) apply to public pools; for private residential pools, Lakewood's Chapter 1722 is the controlling local safety code.
Failing to provide required safety appliances, depth markings, or to remove seasonal ladders violates LCO Chapter 1722 and is enforceable under LCO 1722.12.
