Santa Ana enforces the California Swimming Pool Safety Act (HSC Β§115920-115929) and Virginia Graeme Baker Pool and Spa Safety Act requiring anti-entrapment devices, barrier systems, and safety equipment for all residential pools and spas.
Under the California Swimming Pool Safety Act and federal VGB Act, all residential pools and spas in Santa Ana must have: anti-entrapment drain covers meeting ASME/ANSI A112.19.8; dual or unblockable drains or a safety vacuum release system; a primary barrier at least 60 inches high with self-closing/self-latching gates; and a secondary barrier (mesh fence, safety cover, pool alarm, or door alarm). Additionally, GFCI protection is required for all electrical circuits within the pool area. Pool equipment must be properly bonded and grounded. For new pool construction, the property owner must select at least two safety features from the options specified in HSC Β§115922.
Non-compliance with pool safety requirements is a serious safety violation. Code enforcement may require immediate corrective action. Property owners are liable for injuries resulting from non-compliant pool safety features.
