Thousand Oaks enforces California's Swimming Pool Safety Act requiring multiple layers of drowning prevention for residential pools. New pools must have at least two safety features from an approved list. Anti-entrapment drain covers meeting federal standards are mandatory.
California Health and Safety Code Sections 115920-115929 require residential pools in Thousand Oaks to have at least two of the following seven drowning prevention safety features: pool fencing, safety cover, door/window alarms, self-closing door mechanisms, removable mesh fencing, pool alarm, or automatic safety cover. Anti-entrapment drain covers meeting ASME/ANSI A112.19.8 and the Virginia Graeme Baker Pool and Spa Safety Act are required on all pool and spa drains. Single-drain pools must have a safety vacuum release system (SVRS) or equivalent. Pool equipment must have proper electrical bonding and grounding per NEC Article 680. Homeowners should also consider CPR training and keeping rescue equipment poolside.
Non-compliance with pool safety requirements is a building code violation. Real estate transactions require pool safety disclosure. Non-compliant pools may delay escrow until safety features are installed.
