Under CMC Title 16 and state law, all residential pools and spas in Camarillo must have anti-entrapment drain covers compliant with the federal Virginia Graeme Baker Pool and Spa Safety Act (VGBA). Pools with single main drains must have a safety vacuum release system, suction-limiting vent system, or equivalent backup system. California's Swimming Pool Safety Act (HSC 115920-115929) requires at least one of the following for new residential pools: enclosure meeting barrier standards, surface wave alarm (ASTM E2208), powered safety cover (ASTM F1346), exit alarms on all access doors, or self-closing/self-latching mechanisms on all openings. Pool equipment (pumps, heaters, chemical feeders) must be installed per manufacturer specifications and applicable electrical and plumbing codes. Electrical bonding and grounding requirements must be met per the California Electrical Code. Community pools in HOA developments require additional safety measures including rescue equipment, depth markers, and no-diving signage where appropriate.
