California Health & Safety Code 115920-115929 (Swimming Pool Safety Act) defines a swimming pool as any structure intended for swimming or recreational bathing containing water over 18 inches deep, which captures most above-ground pools. The barrier must be at least 60 inches above grade on the exterior side, with no more than 2 inches between the bottom of the barrier and grade (4 inches if mounted on a solid deck or on top of the above-ground pool wall). Gaps cannot pass a 4-inch sphere. Gates must be self-closing, self-latching, with the latch at least 54 inches above grade. Newly installed pools must include at least two of seven additional safety features (e.g., approved safety pool cover, removable mesh fence, exit alarms on doors, pool alarm). Camarillo enforces the 2022 California Residential Code (CRC) Appendix AX. Building permits are issued by Camarillo Community Development Department.
Permit fees apply. Code violations under CMC Chapter 1.16 carry administrative penalties of $100-$750 per violation per day. The County Health Department may also act on barrier violations.
