All spas must have a locking rigid safety cover meeting ASTM F1346 standards when unattended. Barrier requirements under California HSC 115921 apply to spas just as they do to pools: a 60-inch barrier with self-closing, self-latching gates. Spas must meet zoning setback requirements under CMC Title 19 (typically 3-5 feet from property lines and structures). Drainage from spa water must not flow onto adjacent properties or into the storm drain system per CMC Chapter 9.32. In HOA communities, outdoor spa installations require architectural review approval and may face restrictions on placement, screening, and noise from equipment.
