California Building Code Section 3109 and California HSC 115921-115929, adopted by Camarillo through CMC Title 16, require all residential pools and spas to be enclosed by a barrier at least 60 inches high with self-closing, self-latching gates. At least one additional safety feature is also required.
All residential swimming pools and spas in Camarillo must be enclosed by a safety barrier meeting California Building Code Section 3109 and Health and Safety Code Sections 115921-115929, adopted through CMC Title 16. The barrier must be at least 60 inches high with no openings allowing passage of a 4-inch diameter sphere. Gates must be self-closing and self-latching with the release mechanism at least 54 inches above the ground. Gate openings must face away from the pool. The house wall may serve as part of the barrier if all doors and windows providing access to the pool area are equipped with alarms or self-closing/self-latching devices. At least one additional safety feature is required for new pools: a powered safety cover meeting ASTM F1346, a pool alarm meeting ASTM E2208, exit alarms on all doors to the pool area, or self-closing/self-latching mechanisms on all access points. Existing pool owners must comply when replacing barriers or making significant renovations. Community pools in HOA developments must meet commercial barrier standards with additional requirements.
Inadequate pool barriers violate CMC Title 16 and California HSC 115921. The city may require immediate correction and cessation of pool use until compliance is achieved. Failure to comply may result in liens and legal action. Contact Community Development at (805) 388-5360.
