Sec. 020 defines a barking dog nuisance with two numeric thresholds: an episode of continuous barking lasting at least ten minutes, or repeated intermittent barking totaling at least thirty minutes, that deprives a neighbor of the comfortable enjoyment of their residence. Enforcement under Sec. 030 requires two things before a citation issues: a signed statement under penalty of perjury from the complaining neighbor, plus audio-visual documentation of the barking unless an animal control or peace officer directly witnessed it. Once the division confirms the complaint is factually supported, an animal control officer issues a citation assessing a civil penalty set by council resolution.

A cited owner has twenty calendar days to request an initial administrative review, which requires a deposit set by resolution; a division employee uninvolved in the original citation decides whether to vacate it, uphold it, or offer a six-month written compliance agreement that provisionally rescinds the penalty if no further complaints arrive from the neighborhood during that period. Under Sec. 040, a dog whose owner receives three or more nuisance citations is formally declared an animal nuisance, requiring an annual nuisance dog license with an added fee and compliance with all division orders; that designation can be lifted only after two full years pass without further complaints or citations, and even then the division may reverse the rescission at its sole discretion if two more neighborhood complaints arrive.
