Business and Professions Code section 22963 (SB 7) prohibits the sale of any tobacco product, including cigarettes, cigars, hookah, vape devices, and e-liquids, to anyone under 21, except active-duty military personnel 18 to 20. Retailers must verify ID for any purchaser appearing under 30 and post a notice that sales to those under 21 are prohibited. The STAKE Act underwrites compliance check inspections by CDPH. Riverside County Environmental Health and Sheriff's deputies assist with enforcement in unincorporated areas. Repeat violations escalate to license suspension or revocation under the CDTFA Cigarette and Tobacco Products Licensing Act.
