010(D)); Salinas, Monterey, Seaside, Marina, Carmel-by-the-Sea, Pacific Grove and King City set their own rules. 010(A) must be watertight, have a close-fitting cover and side bail handles, and hold between 20 and 96 gallons. 020(F): food waste containers must be leak-proof and rodent-proof with tight-fitting lids, and food waste must be removed by a franchised or permitted hauler at least once a week to prevent nuisance conditions. 020(E) bars accumulating solid waste on any premises, though it carves out an exception for food, yard, or green waste kept for composting and for burying dead animals, as long as the pile does not attract flies or rodents, cause odor, or otherwise threaten public health as the Director of Health determines.
When the Director finds an unlawful accumulation, the County sends written notice to the owner, tenant, or person in control of the premises, and the code makes it unlawful to fail to clear the waste within the reasonable time the Director sets in that notice.

There is no dedicated fine schedule for container or accumulation violations under § 10.41.020; enforcement runs through the County Code's default penalty at § 1.20.040. That makes an unlawful accumulation or missing-container violation a misdemeanor carrying a fine of up to $1,000, up to six months in county jail, or both, unless the County elects to charge it as an infraction, which tops out at $1,000 for a third offense within a year after $250 and $500 for the first two.
