Section 32-6(a) opens by making it unlawful for any owner, occupant, tenant or lessee to deposit, store or let garbage or solid waste accumulate on their property except in the manner the section prescribes. ' The same paragraph limits how long perishable or offensive garbage can sit in any container to one week, regardless of container type. These container rules work alongside the hauler's own equipment standards in § 32-5(b), which require collection vehicles and the containers haulers service to be covered, leak-proof, durable and easily cleanable, cleaned at least twice a year, with lids closed and drains plugged after each pickup.

Beyond the container itself, § 32-6(a)(4) separately requires that any discarded icebox, refrigerator or similar container left outside be crated, strapped or locked, or otherwise made inaccessible, if it will be left where a child could reach it, closing off a specific hazard tied to improper bin storage.
