Where and when you set out carts is set by your city and hauler, but Dakota County Ordinance 110, Sec. 16.06, requires every trash, recycling, and organics container to have a visible, legible, color-coded label - blue for recycling, green for organics, gray or black for trash - showing accepted
Curb placement, distance from obstacles, and set-out timing are governed by your hauler's service rules and your city ordinance, not by the county. The county's countywide requirement is labeling. Under Ordinance 110 Section 16.06, property owners and managers must ensure each trash, recycling, and organics container carries a sign or label that: names the stream using "Trash," "Recycling," or "Organics"; shows images of acceptable materials; is color-coded blue (recycling), green (organics), or gray/black (trash); is visible and legible; and includes preparation instructions where applicable. Labels must be replaced when damaged, faded, or when they conflict with the county's designated lists. The rule took effect January 1, 2020 for containers bought after 2019, and January 1, 2022 for older containers.
Missing or non-compliant labels violate Ordinance 110 and are a misdemeanor under Sec. 2242; the county's environmental department can issue citations, with each day a separate offense.
