There is no separate set-out-time penalty in the County Code, but using non-conforming containers (uncovered, leaking, over 80 pounds, or not kept sanitary) violates Chapter 7.08. Carts left out or stored in a way that creates litter, odor, or a nuisance can be addressed under Section 7.08.190 and Title 1 abatement provisions.
