Full Breakdown
EMC 8.05.050(B) bars putting carts at the curb or street earlier than 5:00 a.m. the day before scheduled collection, and requires them removed by 5:00 p.m. the day after, extended 24 hours in weeks with a federal holiday or major weather event. Between collection days, EMC 8.05.050(D) requires the owner, occupant or agent to keep all solid waste, yard waste and recyclables "bundled, bagged or contained and stored...at a location which is not visible from the street," with compost piles likewise shielded from street view, though carts stored in an alley for alley pickup are allowed there if they don't block traffic.
Violations & Fines
$25.00 for a first cart-placement or screening violation in a calendar year, $50.00 for a second, and $100.00 for each subsequent violation that year, under EMC 8.05.050(F).
