Carroll County, GA Trash & Recycling: Bin Placement Rules (2026)

Carroll County does not operate curbside garbage collection in the unincorporated county; residents haul their own household trash to county dumpster, bin and green box sites governed by Carroll County Code § 82-5. ' Subsection (b) excludes dead animals, furniture, appliances, mattresses, springs, tree limbs, wire, tires, used paint cans, materials defined as hazardous waste by EPD regulations, and building debris; some of those items may instead be accepted at a county convenience center if that site's own rules allow it. Subsection (c) reserves the receptacles 'exclusively to individual residents of the county for disposal of their own household garbage' and bars commercial garbage collectors from dumping into them, so a business route hauler cannot use the same green box a homeowner uses.

Subsection (d) requires anyone who spills garbage at a receptacle site to clean it up before leaving, and subsection (f) bars destroying, defacing or altering any sign the county has posted at the site. Subsection (e) prohibits scavenging through the receptacles unless the county's governing authority authorizes it in writing, and even then limits any authorized removal to recyclable materials. These receptacle rules bind only the unincorporated county; Carrollton, Villa Rica, Temple, Bowdon, Whitesburg, Mount Zion and Roopville each run garbage collection under their own municipal codes, not Carroll County's chapter 82.
