Carroll County, GA Trash & Recycling: Pickup Rules & Schedules (2026)

Section 82-5 governs the county's public garbage receptacles, described as dumpsters, bins and green boxes placed around the county, and limits their use to disposal of domestic household waste. Subsection (b) expressly excludes a list of items from the receptacles: dead animals, furniture, appliances, mattresses, springs, tree limbs, wire, tires, used paint cans, materials the EPD classifies as hazardous waste, building debris, and other items of like character, though the county's separate convenience centers may accept some of those items under their own rules. Subsection (c) reserves receptacle use exclusively to individual county residents disposing of their own household garbage and bars commercial garbage collectors from dumping into them.

Subsection (d) requires anyone using a receptacle to clean up any spillage before leaving the site, and subsection (e) prohibits scavenging from the receptacles unless the county's governing authority authorizes it in writing, and even then limits it to recyclable materials. Subsection (f) bars destroying, defacing or altering county signage at receptacle sites. The section cross-references section 86-65 for where receptacles must be sited within subdivisions. As with the rest of chapter 82, these receptacle rules apply only to unincorporated Carroll County; Carrollton, Villa Rica, Temple, Bowdon, Whitesburg, Mount Zion and Roopville each run their own residential pickup or receptacle systems within their city limits.
