Jackson County, MS Trash & Recycling: Bin Placement Rules (2026)

05 of the Jackson County Zoning Ordinance, "Required Enclosure of Garbage Disposal Facilities and Recycle Bins," applies to any garbage disposal container with a capacity over 40 gallons located on existing or new multiple family residential uses, manufactured home parks, commercial, industrial or public/quasi-public uses. Those containers, whether garbage cans, a dumpster, or a recycle bin, must be enclosed on all four sides by solid fencing or other material in a manner that prevents direct visibility of the container. The requirement is forward-looking as well as retroactive: it reaches facilities that already existed on the ordinance's effective date and any built afterward.

The ordinance folds site-plan review into the same section: every site plan submitted for multiple family residential, manufactured home park, commercial, industrial or public/quasi-public development after the effective date must show the location of the garbage disposal facility and specify the enclosure's materials and height.
