030(C) of the Solid Waste Management Code governs where and when residential containers go out: they must be placed on the designated collection day at a spot on the owner's or occupant's property that the hauler and resident have agreed upon in advance, positioned where storm water will not run over them. The hauler must return empty containers to the resident's regular storage location within twenty-four hours of collection. 020(B) sets the container specifications behind that placement rule: residential solid waste must be stored in leakproof, waterproof containers holding no less than twenty gallons and no more than thirty-five gallons, fitted with a fly-tight lid kept closed except while depositing or removing waste, equipped with handles or another lifting feature, and weighing no more than seventy-five pounds when full.

Metal, rubber, fiberglass or plastic containers are allowed as long as they will not turn brittle in cold weather, and multi-family buildings of four units or more must use bulk containers instead. 020(E) further requires that residential containers stay on the residential premises, on a level, well-drained site fully accessible to the collection truck, County health staff and fire inspectors. 130.
