Sec. 16-5(a)(3) requires containers and other collection material to be placed at curbside immediately in front of the residential or commercial property that generated it, and to be readily accessible to collectors, rather than left in driveways, side yards, or along a neighbor's frontage. Sec. of the day preceding the regular collection day, except for yard waste and bulky waste on their own separate schedules, and doing so before that time counts as littering under the Code. After pickup, emptied containers and curbside recycling bins must be removed from the curb by noon the following day.
Separately, Sec. 16-4(a)(5) bars keeping any permanent above-ground bin or receptacle between the sidewalk or private property line and the roadway edge or curb anywhere in the parish, so a dumpster or cart can't simply live at the street. Commercial dumpsters, or "bulk waste containers," carry heavier screening rules under Sec. 16-4(d): they need a permit from the Department of Building Permits, must sit inside a fully enclosed, four-sided enclosure at least six feet tall (or 12 inches taller than the container) built of wood, masonry, or concrete with an opaque gate, and generally can't be placed in the front yard except by hardship permit.
Violations & Fines
Setting trash out early, leaving it past noon the day after collection, or failing to enclose a bulk waste container is enforced by the Department of Environmental Affairs and the Department of Building Permits. Bulk waste container violations carry their own escalating fine under Sec. 16-4(d)(15): $100.00 per day for a first violation and $500.00 per day for each violation after that, on top of possible permit revocation, while general curbside timing violations fall back to the Code's standard penalty under Sec. 1-10.
