Pickup. All solid waste containers as required by this Chapter for the storage of residential solid waste and yard wastes as regulated in Section 250.020(B — D) and other solid waste authorized for pickup in this Section by solid waste collectors shall be placed on the designated collection day at a location on the owner and/or occupant's property previously agreed upon by the hauler and the owner and/or occupant. All such containers and solid waste shall be placed for collection in an area not subject to runoff from storm water. The containers shall be returned within twenty-four (24) hours after collection to the owner and/or occupant's storage location.

030(C) of the Solid Waste Management Code governs where and when residential containers go out: they must be placed on the designated collection day at a spot on the owner's or occupant's property that the hauler and resident have agreed upon in advance, positioned where storm water will not run over them. The hauler must return empty containers to the resident's regular storage location within twenty-four hours of collection. 020(B) sets the container specifications behind that placement rule: residential solid waste must be stored in leakproof, waterproof containers holding no less than twenty gallons and no more than thirty-five gallons, fitted with a fly-tight lid kept closed except while depositing or removing waste, equipped with handles or another lifting feature, and weighing no more than seventy-five pounds when full.
Metal, rubber, fiberglass or plastic containers are allowed as long as they will not turn brittle in cold weather, and multi-family buildings of four units or more must use bulk containers instead. 020(E) further requires that residential containers stay on the residential premises, on a level, well-drained site fully accessible to the collection truck, County health staff and fire inspectors. 130.
Violations & Fines
Placing waste in a neighbor's container without written permission, or interfering with a permitted hauler's collection, violates Section 250.100 and carries the Chapter's General Penalty under Section 250.130: a fine of up to $1,000, up to one year in jail, or both, plus costs, with every day the violation continues counted as a separate offense. Cases are prosecuted in Jefferson County Municipal Court.
