Certificated haulers provide the containers, and materials are collected 'on the improved public road nearest to the residence' when properly set out on the designated collection day (SCC 8.58.040). Haulers must keep loads contained to prevent littering.
SCC 8.58.040(b) requires certified haulers to provide recycling containers to each single-family residence and deliver them unless directed otherwise; the customer bears the cost of lost or stolen containers. Under SCC 8.58.040(e), 'materials shall be collected on the improved public road nearest to the residence, or other location mutually agreed upon by the certified hauler and customer, when properly set out on the designated collection day.' The hauler is not required to collect at any particular hour, nor to enter private property while a feared-vicious animal is loose. Haulers must display their name and phone on each vehicle and 'contain, tie, or enclose all collected materials to prevent leaking, spilling or littering.'
Hauler noncompliance triggers a 60-day cure notice (SCC 8.58.040(l)); leaving containers or spilled material as an accumulation can be a nuisance under SCC 6.13.
