Spokane carts must be placed within 3 feet of the curb or alley, with at least 3 feet of clearance between carts and obstacles. Alley service is the default in older neighborhoods; curb service applies elsewhere per SMC 13.02.
Spokane Solid Waste uses semi-automated trucks with mechanical arms, so proper placement is essential. Residents with alley access typically receive alley pickup with carts placed on the concrete pad or edge of pavement. Curbside customers must place carts within three feet of the street edge, with the wheels facing the house and handles toward the street. At least three feet of horizontal clearance must exist between carts and between carts and parked vehicles, mailboxes, utility poles, or fences. Overhead clearance must be 15 feet. Carts blocked by vehicles, snow berms, or low-hanging branches will not be serviced. Cluster placement at multi-family buildings must be pre-approved. In winter, residents should shovel a path and clear snow from in front of carts. Construction zones or temporarily blocked access requires notifying the utility to arrange alternate pickup.
Improperly placed carts may be skipped with no credit. Repeated blockage: $25 re-collection fee.
