" The code defines a compliant refuse receptacle as a corrosion-resistant metal or plastic container of substantial construction, with a tight-fitting lid, wheels or handles for safe handling, a capacity of at least ten gallons, and it must be kept in serviceable condition at all times. Section 14-33 layers on placement rules: refuse must be kept covered with tight-fitting covers until disposal (Sec. 14-33(3)); garbage must be drained of free liquid and wrapped, bagged, or enclosed in paper or plastic before it goes in the receptacle (Sec.

14-33(4)); and household trash too large for the receptacle may be securely bagged or bound and placed next to it, with liquids in leak-proof containers (Sec. 14-33(5)).
