Onslow County, NC Animal Ordinances: Mandatory Spay/Neuter (2026)

Onslow County's general animal ordinance does not impose a spay/neuter mandate on the pet population at large; adoption from Animal Services under section 4-24 requires sterilization before or shortly after adoption, but owned pets otherwise are not required to be altered. The one mandatory sterilization rule in the code applies specifically to a dog Animal Services has classified as dangerous or potentially dangerous under section 4-15. Section 4-19(a) lists the duties triggered by that classification; item (5) requires the owner to "have the dog sterilized as defined in section 4-2," assigning the cost to the owner and giving 20 days from the date of notification to comply.

That 20-day sterilization deadline runs alongside other section 4-19 duties applying to the same dog: microchipping within 20 days, a secure enclosure meeting the nine-gauge chain-link and height specifications in section 4-19(a)(2), a visible "Beware of Dog" sign, a six-foot leash and muzzle whenever the dog leaves the property, and an annual certificate of registration obtained from Animal Services. "Sterilization" is defined in the chapter's definitions as any surgical or chemical procedure performed by a licensed veterinarian that permanently renders the animal incapable of reproducing.

Failing to complete sterilization within the 20-day window leaves the dog out of compliance and subject to continued impoundment under section 4-20 until the requirement, and all associated fees, are satisfied.
