Sec. 28-5(d) requires that 'all solid waste collected shall be placed on the street curbing in front of the dwelling, or in alleys as designated by the refuse department or licensed private hauler,' so the placement spot depends on which route serves that address. Sec. 28-5(e) then fixes the set-out window: 'solid waste containers shall not be placed curbside more than 24 hours before the regularly scheduled collection day. ' The containers themselves have to meet the specs in Sec. 28-3(c): between 35 and 95 gallons, leakproof, waterproof, fitted with a vectorproof lid that stays covered, equipped with handles or another lifting feature, and no heavier than 65 pounds with contents.
