Shawnee County, KS Trash & Recycling: Recycling Requirements (2026)

Sec. 28-8, adopted by Resolution No. 2012-127, created the county's curbside recycling collection program. Sec. 28-8(a) sets the funding structure: 'the monthly fees for the provision of residential curbside recycling collection service to non-county solid waste department customers shall become effective upon commencement of the curbside recycling initiative in the amount approved by the county refuse department,' meaning residents who already pay for county trash service and residents who use a private hauler for trash but still want county recycling are billed differently. Sec. 28-8(b) fixes the pickup frequency: 'residential curbside recycling collection services will be provided on an every-other-week basis,' half the frequency of the weekly trash mandate in Sec.

28-4(b). Sec. 28-8(c) caps how fast fees can rise: the director of the county solid waste department may set new fees annually, but any increase above five percent in a given year needs express action from the board of county commissioners rather than the director alone. The recycling program is a subscribed service with its own fee schedule, distinct from the mandatory weekly refuse collection every occupied residence must carry under Sec. 28-4.
