Summary

Visalia requires residential trash bins to be stored on the property, out of sight from the street, on all non-collection days: leaving bins visibly at the curb between pickups is an infraction.

8.28.040(B)(1)(a) Residential containers shall be stored on the property off the street during non-collection days and in a location where the containers cannot be easily viewed from the public right of way. (b) In order to maintain cleanliness, restrict public view, contain waste spillage and restrict access, all bins used for waste collection must be stored on the property in approved enclosure(s) built to City standards, with a minimum of 40' clearance in front of the enclosure to allow direct stab access by the collection trucks. Enough enclosure space shall be allocated to provide a minimum of one 10'-6" (inside dimensions) wide storage area for each waste stream or bin on the property... 8.28.100(C)(7) It shall be an infraction to have permanent service containers, bins or boxes placed in such a manner that they are easily visible from public right-of-way on days of no scheduled collection. The Director may extend a waiver of this provision upon application from the property owner.

Full Breakdown

Residential containers must be kept on the property off the street on days when no pickup is scheduled, positioned so they are not easily viewed from the public right-of-way. Commercial and multi-family bins must be kept in city-standard enclosures with at least 40 feet of clearance in front for collection trucks and a minimum 10 foot 6 inch wide storage area per waste stream. The Public Works Director may grant a written waiver from the visibility rule upon application, allowing curbside rolling out on collection day only.

Violations & Fines

Leaving permanent service containers, bins, or boxes visible from the public right-of-way on non-collection days is an infraction. The Director may grant waivers, but only upon written application from the property owner.
