of the scheduled collection day, within three feet (3') of the curbside, blacktop, or other roadway surface. The section also requires three feet (3') of clearance on either side of the automated or semiautomated container from parked cars or other obstructions, and it directs that carts be placed at other locations that remain readily accessible to collection vehicles and personnel. Section 4-2-4 lets a household set any overflow waste that does not fit in its assigned automated or semiautomated container in bags or manual containers placed close to the automated container, rather than mixing them loose at the curb.

Under section 4-2-1, a manual container used for that overflow must have handles adequate for lifting, a tight-fitting lid that keeps out vectors, and a mouth diameter at least as wide as its base, and the container plus its contents cannot exceed sixty pounds. These placement rules apply because section 4-2-4 makes district-issued automated or semiautomated containers mandatory for every residential unit, except where the district's administrative control board designates a collection station for isolated or rural areas.
