Setting bulk items at the curb without a scheduled Dial-A-Truck appointment is treated as illegal dumping under Code Chapter 25, Article VII and A.C.A. Β§8-6-406 (littering, $100-$1,000 first offense plus 8 hours community service for first offense, 24 hours for repeats). Items left after the quarterly free pickup is used draw a fee for additional pickup; refusing to pay results in Neighborhood Services warning and the standard 3-warnings-equals-criminal-summons path. Hazardous items (tires, paints, oils, batteries) set out for Dial-A-Truck pickup are not collected and may be cited; tires must go to the Westark Collection Center in Van Buren and household hazardous waste through the City's HHW program. Refrigerant-bearing appliances mishandled can trigger PA-DEP-equivalent ADEQ enforcement and federal EPA Section 608 violations.
