Kankakee County, IL Trash & Recycling: Bulk Item Disposal (2026)

Section 46-120(c) requires every applicant for a county waste hauler's license to submit a recycling plan to the solid waste and environmental division manager before it can operate in unincorporated Kankakee County. The plan must describe the methods used to collect, process, and market recyclables from residential customers, identify the specific services offered such as bins, bags, drop-off containers, or dedicated recycling dumpsters, and explain how customers are notified of what materials are accepted, with every serviced household getting a copy of that notice. Paragraph (5) specifically requires the plan to disclose provisions, if any, being offered for collection or disposal of items that may not be landfilled, including major appliances, scrap tires, waste oil, and landscape waste.

The plan must also state the expected number of households served by each collection method and list the license plate numbers of vehicles the hauler intends to operate in the county. Haulers must additionally file annual tonnage reports breaking out residential, commercial, institutional, industrial, and construction and demolition debris sectors, due by January 31 for the prior calendar year, so the county can track how bulky and landfill-banned material is actually being diverted from disposal.
