1 defines TRASH as bulky household items such as appliances, furniture, mattresses, building materials and similar materials, distinct from ordinary bagged garbage and refuse handled under the weekly cart program. 5(e) gives every single-family or residential property owner four scheduled trash pickups per calendar year at no extra charge, plus one additional special pickup that is also free, for a total of five before any fee applies. A sixth pickup, or any pickup beyond that first free extra one, costs $150, and the ordinance requires that fee to be paid before the special pickup happens rather than billed afterward.

4 excludes concrete, asphalt, slate, brick, block, stone, building materials and truck or equipment tires from any City collection, leaving disposal of those materials to the resident under other law, and separately excludes hazardous items like oil-based paints, pesticides, propane tanks, car batteries and fire extinguishers, which the Union County Utilities Authority instead accepts at drop-off centers six times a year. Section 16-3 also makes clear there is no City bulk pickup for commercial establishments at all; contractor debris and true commercial trash must go through private removal.
