City Code § 3-1, the Litter Control ordinance, makes it unlawful for anyone to throw, drop, discard or otherwise place litter on public or private property outside a litter receptacle. 3f goes further and targets dumping specifically: no person may bring, remove, transport, collect or dispose of litter brought into Linden from outside the city for the purpose of dumping it here, unless a City ordinance authorizes the activity. A related provision bars parking a truck carrying imported litter on any city street or public property for more than two hours.
The code separately addresses snow and ice hauled in from elsewhere: dumping, depositing or storing trucked-in snow or ice on public or private property is prohibited citywide, except that it may be stored on private property zoned Heavy Industrial (HI) or Light Industrial (LI), provided the site sits at least 500 feet from any residence and the snow or ice is not contaminated.
