Citrus County Code § 82-76 defines 'bulky wastes' as items whose large size or weight precludes or complicates their handling by normal collection, processing or disposal methods, a category the code treats separately from ordinary garbage. Under § 82-101(h), the county's certification requirements for solid waste collectors, otherwise mandatory for anyone hauling trash in the unincorporated area, do not apply to a person providing collection for bulk waste and construction waste from residential or commercial property, so long as everything collected is transported and disposed of at a landfill facility rather than diverted elsewhere.

That means a resident clearing out an old couch, mattress, or broken appliance is relying on a hauler operating under this exemption, not the certified curbside garbage collector governed by § 82-107, which covers only ordinary solid waste in garbage receptacles. The same exemption covers disaster-debris contractors working under a county or state contract. Residents can also self-haul bulky items directly to the county's solid waste disposal facility, where tipping fees under § 82-38 and § 82-123 apply. Because bulk pickup sits outside the standard franchise system, availability, scheduling and any fee depend on whichever exempt hauler or self-haul option a resident uses, not a single county-run bulk collection day.
